IOC Deepens Concerns Singleton’s WOA Finances

The ongoing dispute between the International Olympic Committee (IOC) Ethics Commission and the World Olympians Association (WOA), involving WOA Treasurer and Bermuda Olympian Patrick Singleton, has intensified with further details emerging from the IOC's letter to National Olympic Committees (NOCs).

In the letter, IOC Ethics Commission Chairman Paquerette Girard Zappelli specifically raised concerns regarding the activities of the OLY House in Paris. While the Bermuda Olympic Association President Peter Dunne, with the assistance of WOA Treasurer Singleton, was able to host a luncheon for Bermudian athletes at the facility, the IOC has highlighted "concerning and unanswered questions" surrounding its delivery.

The IOC asserts that it provided significant financial and in-kind support for the OLY House in Paris. However, their concerns centre on several key areas, including alleged conflict of interest situations involving the WOA CEO regarding the appointment of partner organisations without the required agreement from the IOC, as stipulated in the Memorandum of Understanding (MoU) between the two bodies.

A key point of contention for the IOC is the WOA leadership's alleged failure to provide a full report, or even a commitment to do so, on the commercial and financial activities of the OLY House. This lack of transparency has persisted despite repeated requests from both WOA Executive Committee (ExCo) members and the IOC.

Chairman Zappelli also pointed to a lack of robust control systems and adequate financial management within the WOA. Following an initial review of financial documents provided by the WOA, the IOC claims to have identified "some serious findings" that the WOA has yet to explain in a satisfactory manner, despite multiple requests for clarification.

Adding to the gravity of the situation, the IOC Ethics Commission has also raised concerns about the "Manipulation of an official IOC letter." The IOC alleges that a letter bearing its signature was unilaterally modified by the WOA without the IOC's consent or knowledge of the alteration.

These latest revelations from the IOC's letter paint a concerning picture of the relationship between the Olympic governing body and the organisation representing Olympians worldwide, with Bermuda's Patrick Singleton holding a key position within the WOA leadership facing these serious allegations. The pressure is mounting for a resolution to these governance and financial concerns.
