Put the Blame of the Game on the Responsible Ones P2
In part two of the Put the Blame of the Game on the Responsible Ones, we bring you the proposed rules that can be implement to deal with their coaches internally.

Anti-Harassment and Abuse Policy of Officials and Referees for Bermuda Competitions

This policy is separated into 4 sections: Players, Coaches, Parents and Spectators, Officials and Referees. In all cases the policy shall outline the conduct expected, the administration in enforcing the policy and penalties for breach.

Coaches

Coaches at all times should adhere to the following code of conduct.

Coaches are not to make overly verbal or animated objections to a referee's or umpires decision.

Coaches are to refrain from asking questions or making comments to a referee or umpire whilst play is in progress or during short stoppages in play.

Coaches are to direct questions to referees or umpires only during half time or at the end of the match.

Coaches are to limit their questioning of Referee's or Umpires to either Rules or Bylaw interpretations.

If a coach is not satisfied with a ruling he/she may seek clarification with the Governing body within 24 hours.

Coaches are not to make statements of an abusive nature towards a referee or umpire the nature of which includes but is not limited to,

Performance or competence of referee or umpire
Racial Discrimination
Gender or Sexuality based remarks
Perceived bias of a referee or umpire towards an opposing team

Coaches are not to use audible obscenities, which can be heard by other players, spectators or officials.

Coaches are to adhere to and assist a referee or umpire's request to address the conduct of his/her players and spectators.

(In the case of spectators the coach shall not be penalized if he/she attempts to but is un-able to control the spectators' behavior.)

Clubs, Administration and Enforcement Procedures for a minor breach of the coaches code of conduct the Referees should follow the outlined procedure in order for administering the penalty.

Warn the coach of his/her breach of the code
Advise the Boards of the referee, umpire and Governing Body of the Sport of the warning

Upon a second offense a penalty shall be invoked

Penalty:

For serious breaches the Referee may immediately send the Coach from the bench and should be removed from the grounds. For repeat offenders the coach shall should not be allowed to train the team or perform coaching duties for a period agreed between the Clubs and Governing Body.
